"Cap" isn't applied at all until the end of the season. It's a salary management system, not a hard cap. The only major pro league in North America with a hard cap is the NHL. Meaning that the cap number is calculated daily within the season and if a team is over the league will automatically put on waivers the player(s) needed to make the team meet the cap number. For CFL they simply add up salary and bonuses paid Jan 1 to Dec 31 - exemptions for 6 game following the season. And, we'll have the TSN crew crying on air about how it's justified and that the CFL wouldn't survive without Rourke. Cops have decided to do nothing but observe. Organizers say it's like their own city. So, how does that affect the Alouettes training camp & (at least) their pre season game? The owner (Murray Edwards) is a billionaire living in Switzerland so as not to pay Canadian income tax like you & I. He won't spend a penny on football operations. Living here, the Stamps are a true football wasteland. You don't even know if Calgary has a CFL team. Edwards could turn things around so fast if he wanted to but alas, he doesn't. The Elks think private ownership is the Holy Grail. Sure, if you have someone who cares like Omar Doman in BC but then you have private douchebags like Edwards & MLSE who don't.
