I’m betting walker was getting north of 100k from cal. Not far north but a bit. I don’t think even with proximity to home and possible tax savings / conversion that he’d make that down south. This is likely his last big year of earning. He had to set himself up. Good chance he doesn't see the 2nd year of that payout.
