It's up to the CFL to announce the show and it's not unusual for them to wait this long.  Last's years was announced on Oct 2nd... 2012 wasn't announced until Oct 26 and that was for the big 100th anniversary too.  Saskatchewan's was announced pretty early (Sep 2nd) in 2013 though.

Someone who was pretty cool 5-10 years ago who will be in a thick parka and barely moving while their lips freeze and make it awkward as they try to sing along to their "backing track" and get the heck out of there.

they'll never do it, because they aren't considered a 'trendy', popular act.... but I would love to see The Watchmen do it!  Great hometown product who would put on a great show!

Your half time headliner has to be someone big...gotta be a "name" that non-football fans will tune in for. Like it or not, scoring Bieber a few years ago was a major coups for the league.

The Watchmen would be cool, won't happen tho but that would be cool. Tragically Hip is another one that would be cool as hell. Won't happen tho. It will be some band that most of never heard of or Hedley, who aren't awful but... aren't exactly what most people would want.
