The saddest thing to me is that none of the opposition have an alternate plan that is reasonably palatable. Wab out proclaiming that they should meddle with Hydro or MPI to ensure lower monthly payments is not the right answer either. Hydro is in the mess it is from all the interference by previous NDP governments.

It seems so simple to me, but no political party seems to talk about it (so I must be wrong?). Wouldn't the easiest most efficient way to affect this change be to raise the Provincial Personal Exemption? Allow us to keep more of our own money that we earn, instead of taking it and then trying to find ways to give it back?

I think the government thinks they win more brownie points by someone getting a physical cheque in hand a few times a year vs the smaller tax savings of seeing a few hundred dollars extra on your pay cheque split over 26ish pay periods.

Would certainly seem easier (and cheaper) to administer your way.

The PC Government mandated hydro layoffs (and were later found violating the collective agreement) and dissolved Manitoba Hydro International - a subsidiary that was profitable so I wouldn't put the blame entirely on the NDP. 

Based on Hydro's reduced rate hike, I also don't think the situation is as bad as the Cons say.  The Wall report was a travesty.

Or they could spend their tax revenue on programs that they're responsible for.  How exactly can a Manitoba government not spend all their budgeted highways funds?

Some can correct me if I'm wrong, but I believe the thinking behind tax rebates is that the government earns interest on the money before they give it back to us

With billions of dollars being rebated at the provincial and federal levels all across the country - that's a pretty good chunk of interest money flowing into the coffers

And no, I'm not arguing that it's good policy.

I'm so f-ing sick of this government having such a low expectation of the intelligence of Manitobans to fall for sh** like this! This has been the norm in rural divisions for years - it's just getting media coverage now, because it's creeping closer to metro. Divisions like Borderland, Southwest Horizon, Parkwest - were already doing it. It's mainly due to retired teachers no longer wanting to sub.

I'm aware and also aware that it is being considered within the city as well. Urban teachers are not getting their mandated preps because they are being forced to do coverage because of a lack of subs. There really isn't all that much motivation to sub with the pay/conditions being what they are and parents may have to accept that their kids are being taught by unqualified replacements going forward.

Saskatchewan right beside us has had supply teachers for years - MB needs to get on board.

The Cons have used this tactic since the Filmon government saw that it was going to lose the pending election: throw money away left and right while cutting  tax revenue. That way the incoming NDP had to raise taxes and delay social initiatives while the PCs cried out in anguish that they tried to warn people about the reckless, irresponsible socialists ruining the province.

For some, good ideas for the benefit of the general masses are not their incentive nor part of their rewards system. So it makes sense because they don't want them.

Some are not there to serve the general public, they are there to fulfil their own personal circle agendas by steering, distracting, deluding the knuckle dragging me me me crowd away from good ideas.
