They will try to ramp up Drouin's value but when they tell teams how great he is, the reply will be "then why isnt he playing on your team right now?" Tampa has lowered Drouin's value and now the trade request is public, they wont get the offers they want. A bidding war could help them but Tampa is going to lose Stamkos too. Part of the reason Drouin was sent down is because he could be without clearing waivers....lots of other players might have been claimed on waivers and Drouin doesn't need waivers to be sent down.
