    Yes, it is. At least in part.

    He's a foreign national. He is a subject to IRPA and its regulations - same as any other foreign national who seeks entry into Canada. In Lawler's case, he is authorized entry as a temporary resident with a work permit.

    CBSA enforces IRPA at ports of entry across the country.

    The two are related. As a foreign national, a DUI (charge or conviction) technically* makes him criminally inadmissible. Whatever wasn't dealt with back in 2021 is 100% on him and it's frustrating to have to speculate on what was missed nearly two years later.

    It's baffling that this was allowed to fester for as long as it has, to the point he's now suspended and it remains unresolved. But it is what it is.

    The former governor general appeared for more than three hours before the standing committee on procedure and House affairs as it continues to probe the government's response to foreign interference.

    "I've identified significant shortcomings in the government's ability to detect, deter and combat this threat. This must be remedied urgently," he told MPs in his opening remarks.

    The report also ruled out holding a public inquiry. Johnston argued that much of any public inquiry would have to be held in private due to the presence of top-secret information.

    He has promised to hold public hearings, beginning next month, "on the serious governance and policy issues."

    Johnston said the public will be able to hear from government representatives, national security officials and members of the diaspora community.

    Those who fear speaking out publicly because of the risk of retaliation will have the chance to provide testimony in-camera, or can submit information privately, Johnston added.

    Johnston has argued that, given the classified nature of the information, a public inquiry wouldn't build trust.

    "I come back to Justice [Dennis] O'Connor, who said that public inquiries in the traditional sense are not particularly useful and can be horrendous in dealing with these things and there are appropriate ways of dealing with them," said Johnston, referring to the head of the inquiry into the detainment and torture of Maher Arar.

    "What we have recommended and what we intend to do in the next five months is to have public hearings on these very important questions of, are our systems adequate? They are not."

    Johnston said he expects his second report, which is due in October, will recommend shoring up Canada's two intelligence review bodies — the National Security and Intelligence Committee of Parliamentarians and the National Security and Intelligence Review Agency.

    Ukraine accused Russian forces of blowing up the Kakhovka dam and hydroelectric power station, while Russian officials on the ground blamed Ukrainian military strikes in the contested area. It was not possible to verify the claims.

    "The people who Coun. Browaty repeatedly uses as political fodder have already experienced massive inequity in access to publicly funded supports, including health and mental health supports, and have experienced systemic violence that is well documented. We know that our systems need to change," a portion of the statement says.

    Having an opinion should never come before being sufficiently informed. If your opinions aren't backed by factual data and evidence, then they aren't worth ****.

    He said she often sleeps under bridges or in encampments and walks the streets because she doesn't feel safe using Winnipeg's shelter system.

    While most mid-to-large Canadian cities have at least one emergency shelter just for women, Winnipeg does not.

    There are places that are specifically for women who have been trafficked or are leaving abusive relationships but there is no emergency overnight shelter just for females. 

    All of the overnight shelters are co-ed.

    There were 418 people or 35.4 per cent of respondents in the Winnipeg Street Census 2022 who identified as being female.
