I don't think Trump wants to really stay on as President, he knows what is waiting for him the minute he steps away from the WH and the protection of the Presidency, they are going to come after him politically and hit him with civil litigation, his taxes will be released, his wife will divorce him and he in all probability he will left in dire straights financially. So his last play will be to negotiate his departure and try to get the most concessions to escape legal peril for all the crap he has done while President. I say let him play pretend President till the 20th at noon and then have the secret service dragged him out of the WH and throw him out on the street where his fate will be waiting for him.

The trouble with ruling by executive order -- as Obama did because of Mitch, and as Trump did because he was too ******* stupid to try to pass legislation -- is that the next executive can undo those things without a lot of effort.*  Real change, like fundamental change, will demand legislation. 

And Mitch is a problem, but it's not just Mitch.  The big Dem tent means that there are lots and lots of cautious and centrist Dems in Congress who are really not interested in progressive legislation.  You saw that in 2009-2010, when a single pissy senator (**** Lieberman forever) blew up the public option in Obamacare.  Much as I would love to see Biden just hammer on Medicare for All and bully the government into making it happen, I'm not holding out a lot of hope.

(*The courts famously told Trump he couldn't end DACA .... but not because he lacked the authority to do so, but because federal regulation change has to go through a mandated process and that process was ignored and the court was like "just file the paperwork right and do the right studies to quantify the impact, and then you can change your rules."  But doing that kind of work is for chumps, apparently; the Trump gang never came back to it.)

He’s already got more than he can handle. 
 

From most reports, Trump has instructed his flunkies to not participate in any transfer of power negotiations with the Biden people. Some of this is probably ego and spite, but the concensus is that it is all about providing an exit ramp for Trump so that he can leave with assurances of immunity from prosecution, much as Nixon did in the name of "national reconcilliation". I have no doubt that if Trump can secure this immunity, he will gladly throw everyone else under the bus. If I were Barr and Juliani, to name a few, I would be real worried.
