Maybe if you're Calgary looking to win that game, maybe not the best game plan to take penalties against a team with almost 40% PP.

I think the key is they've made it the place to be. From the game day experience, the amount of tailgating, and making affordable options for casual fans to be part of the action all contribute to the growth. Moving the season up so there aren't as many cold weather games makes a difference too.
I've noticed since tailgating has become a big thing, the support has really gone up. Riders can learn a couple things as they expand tailgating.
