If the CFL is going to do this then I hope the players have some room to negotiate. I remember Milson Jones & Stan Mikawos were territorial exemptions. I think Paul Robson, Gary Rosolowich & Rick Koswin were as well.

I think the interesting fight would be in southern Ontario where you are going to see Hamilton and Toronto fight over who get to claim from the Western Ontario Mustangs from London and the 2 Waterloo schools and with the Maritimes team getting all of that to pick from as well.

When each team had 2 territorial exemptions back in the 70's & 80's I don't recall there ever being any disputes between the 2 teams. They obviously worked it out.

My thoughts that the exemtion should be a player from your own city...regardless where he went to University...and in seasons where you may not have a local kid away at a school...you can claim a guy from a western school if you are in the West, or an Eastern school if you are in the east.

A provision as well is that player should be classified as a 1st round selection and have to be payed  relative to what other 1st rounders in his draft class get

Wouldn't work like that.  Teams would at most be able to protect one player per season, basically add a round at the start of the draft.  If they are smart they might limit it to one player every other year or three years or something like that.  There'd still be a ton of players from all over Canada in the draft.

PA would likely insist on getting a guaranteed contract for these players with defined salaries, high ones.  That would keep teams from using it on all but elite players.  There's basically a cap in what teams will pay rookies they draft anyway and it's the same situation.

still not anywhere near as bad as the franchise tag in the NFL. But similarly, you could force teams to pay X amount if they choose to use the territorial exemption.

Franchise tag means you get paid the average of the TOP 5 average salary for that position. Not the same thing. 

This is an interesting idea... Brian Dobie is known as a great recruiter... "where they play" might be more beneficial to the Bombers than where they were born/developed"... but then again, Bombers, Stamps and Esks would be the only teams with one "big school" to choose from... seems like a disadvantage...

Every team should get just one team to choose from. Or you go off birthplace.

Slippery slope, this idea is.

Is there any legitimate reason to do this? There’s nothing wrong with the way it is now.

He's left that franchise in a crippled and nearly irreparable state, located in the CFL's second-most disinterested market.  It should be known as the Kavis Clause.  What year does Montreal finally have a first-round pick again?  2021**?  This is the commish contemplating throwing a life preserver to Montreal.

For competent GM's, there is nothing wrong with the way it is now.
