  2. Yes, it is. At least in part. He's a foreign national. He is a subject to IRPA and its regulations - same as any other foreign national who seeks entry into Canada. In Lawler's case, he is authorized entry as a temporary resident with a work permit. CBSA enforces IRPA at ports of entry across the country.

  4. The two are related. As a foreign national, a DUI (charge or conviction) technically* makes him criminally inadmissible. Whatever wasn't dealt with back in 2021 is 100% on him and it's frustrating to have to speculate on what was missed nearly two years later. It's baffling that this was allowed to fester for as long as it has, to the point he's now suspended and it remains unresolved.
