Surprised at how little coverage this is getting. This is pretty serious.

There are very large numbers of refugees  all over  Africa, displaced within their own country, or escaping from one  country to another, in Africa. 

Including the people mentioned in the article.

Uganda has taken hundreds of thousands in.

Africa is basically a forgotten place. For instance "Since 2015, more than 400,000 refugees and asylum-seekers have fled Burundi, escaping human rights abuses, political uncertainty and the related humanitarian crisis."

An echo of the slaughter in Rwanda.

Possible the attempted murder guy was considered to be low risk or maybe Max. Security is only for convicted killers?

There used to be a working farm in Kingston, where inmates worked that were nearing the end of their sentences or were lifers that prison felt were of low risk. 

You could drive down the street and there they were, working the fields, within city limits. They stayed in housing right on the farm and I don't believe the doors were locked from the outside.

I remember onetime, an inmate walked across the street and did some shopping at the local Food Basics. Cops were called and he was escorted back. He had a shopping list. I think he was nearing the end of his sentence for manslaughter. 

Too bad government shut those prisons down. Seemed like a good way to help prisoners transition back into society and to also be productive.
