This is something that has not yet been determined for the Covid vaccine - some vaccines do work that way. In any case, the majority of cases come from contact with asymptomatic individuals.

I know exactly what The Privy Council is and how it functions. I have actually participated in a week - long seminar at Parliament.

I recommend reading this article - it has more information. In short - this was a recommendation by the privy council, to use generic wording in public announcements, in order to increase the flexibility of how the funds could be used.

None with high case numbers that I'm aware of. The current situation is either (a or b): a) the virus has already made its way through a community & they have relative herd immunity b) the community has gotten better at containing the virus
