It's not just the CFL.  The NFL for the most part has a ton of mediocre starting QB's too.  Not sure what anyone can do about it.  Being a Vikings fan I can safely say that Kirk Cousins is the Blake Wheeler of NFL quarterbacks.

A lot of good young qbs coming into the NFL. You'll see it in a couple of years.

The AFL has all the good QBs. The AFC is pretty stacked.
