As Rich said, the TSN deal is the huge league economic driver. Pretty sure TSN can see the ratings by market and am pretty sure that if they didn't get numbers in BC, Alberta and Ontario (especially), the deal wouldn't be as large or exist at all.

Take away their first and second for a few years, fine of a million or more and a suspension with no pay for Jones.

Youth sports teams can keep track of minutes to make sure that each child gets their required allotted time but a professional club can't keep track of a ratio? Right. The club that currently has 47 players on their 46 player roster? That has 11 players on their 10 man practice roster?
