No mention of helmet removal. So 2nd bolded means basically its at the referees discretion if the helmet removal warrants a disqualification.

Sanchez actually sticking up for Harris. Good point though, ive seen players get their helmets ripped off in the NFL before and the player wasnt tossed.....
