Waggoner will get done he want to fly to Winnipeg the day he was draft to start working

Guy like Waggoner might not even have his passport yet so I'm not surprised that it's not done as of right now.

This is extremely unlikely but whats the protocol if a draft pick doesn't decide to sign? Like ever? Do we get reimbursed?
