    Yea I'm with you on that.  

    Only thing I can think of is there an interpretation on the severity of the infraction that dictates whether a penalty shot is awarded when a player is clear on a breakaway, i.e., Copp didn't fall down nor was greatly impeded by the hook? 

    I assume not and I assume command centre didn't review this infraction.

    Too bad a coaching challenge can't be used for scenarios like this.
