The football operations salary cap is not part of the players salary cap. This June article from TSN explains the cap:

The Canadian Football League has approved measures aimed at controlling football operations costs beyond those of player salaries, according to league sources.

The CFL has had a salary management system for more than a decade that applies to players. However, costs related to coaching and other non-player football expenses haven’t been capped – until now.

The new measures will limit teams to a coaching staff of 11 and other football operations staff to 17. The total compensation for those 28 employees is not to exceed $2.738 million. Player salaries are capped at $5.2 million for the upcoming season.

These measures, passed recently by the league’s board of governors, will go into effect for the 2019 season.

The league is also planning to enact measures that would control costs on other non-player football expenses, like mini-camps and scouting budgets.

The subject of non-player football expense was discussed in January when the team presidents met in Banff, Alta.

“One of the things we did this winter, we did a complete breakdown of our financials coast to coast, looking at where our revenues and expenses are. What we found is there were some incongruities in the way we operate our businesses,” said CFL commissioner Randy Ambrosie during a visit to TSN on Monday. “Our players’ salaries are capped, but we had some other expenses that were growing significantly faster than our revenues so we started to dig in and look at those … Our non-player football operation costs have been growing much more quickly than other expenses.”

While the new measures may result in some teams having to cut costs before the start of the 2019 season, the league’s primary objective is to prevent the escalation on non-player football operations.

“It’s a little bit like an arms race. Someone hires a person for a position and somebody wants to match them,” Ambrosie said. “It’s this game of ongoing escalation that we need to bring to an end.”

 

I don't know if any other leagues do it.

I think 6 is ok... there are currently 9x7 starters = 63... 10 teams with 6 starters each is 60 starters league-wide... realistically the union is never going allow the league to go from 63 starting jobs for Canadians down to 50...

Instead of trying to drum up football in Mexico, promote our players and game more here.

League adds official for headshots .

Because it's CFL officiating we're dealing with here....

This guarantees a headshot will be called late in a game.

Will set up a score especially in a low scoring game.

Will be instrumental in the game's outcome.

Replay will be shown over and over and everyone will say "that's a headshot"???

League will ignore outrage.

"We erred on the side of caution. We believe in player safety"

Media will pretend they had nothing to with ginning up panic on headshots and shaming Ambrosie into an overreaction.

Media will attack officiating for ruining a game with a bad call.

The "problem" remains a problem.

Yeah, this whole idea thrown together at the last minute seems terrible. It is destined for failure, and you know they will be watching the team (the Bombers) that was the final straw in all of this that much closer. I fully expect us to get screwed by this on Sunday.

Also, they are only watching the QB? Why? That is so stupid. If you put a spotter up there, allow him to call headshots on receivers or RBs too. Or just have the command center do it.

God, this is all so dumb.

The NCAA targeting rule has been terrible for the game.  And yet, leagues are forced to follow it because to do otherwise exposes them to litigation.  The problem most often is that person turtles when expecting impact, dropping their head.  The defender aims for the strike zone and finds it has shrunk at the point of impact.  Players are ejected from a game, altering the competitive balance.

And in the end, there is no difference to player safety.

Self preservation dictates Jones pretty much has to obtain a high quality QB this off-season.  Without a better starting QB than they currently employ they don't even make the playoffs next season and the steely knives will be drawn for blood.

I'm  more worried about a ref being added for one purpose being extremely motivated to make sure he makes calls. I predict some soft calls this weekend.
