The head of the Canadian Security Intelligence Service (CSIS) says he told Prime Minister Justin Trudeau that invoking the Emergencies Act last winter was required.

CSIS Director David Vigneault made the comments during an in-camera session of the Public Order Emergency Commission on Nov. 5. A summary of that hearing was entered into evidence Monday as Vigneault and other senior intelligence officials testify before Commissioner Paul Rouleau.

Vigneault told the in-camera hearing that Trudeau asked him for his advice at the end of a Feb. 13 meeting of the Incident Response Group during which the Emergencies Act was discussed.

By that point, anti-COVID-19 mandate protests had gridlocked downtown Ottawa for weeks and had spread to border crossings.

"Vigneault explained that, based on both his understanding that the Emergencies Act definition of threat to the security of Canada was broader than the CSIS Act, as well as based on his opinion of everything he had seen to that point, he advised the Prime Minister of his belief that it was indeed required to invoke the act," said the summary.

A former public safety and justice adviser to Conservative prime minister Stephen Harper has condemned Pierre Poilievre’s new video on Vancouver’s toxic drug crisis, describing the current party leader’s opposition to safe supply as unsubstantiated.

“I was really disgusted by it. I honestly was so disturbed to see Pierre Poilievre using people’s really desperate situation here in the city I live in as a backdrop for a political propaganda ad,” said Benjamin Perrin, a law professor at the University of British Columbia, in an interview on Monday.

Mr. Perrin was referring to a post Sunday titled, Everything feels broken, which features Mr. Poilievre criticizing the status quo on dealing with overdose issues – particularly Vancouver’s approach of safe supply, or providing drugs that are not contaminated with toxic opioids, to those grappling with addiction.

“It was a five-minute long diatribe that’s not informed by any research evidence or expertise. It’s just Mr. Poilievre rehashing Conservative, war-on-drugs tropes that have been long since discredited and have been found to be not only ineffective but costly and deadly.”

Prior to working for Mr. Harper from 2012 to 2013, Mr. Perrin was a law clerk at Canada’s Supreme Court. He now teaches criminal and international law, and is the author of several books, including Overdose: Heartbreak and Hope in Canada’s Opioid Crisis, published in 2020.

He also took issue with Mr. Poilievre posting the footage without meeting the media to talk about his policy.

“Politicians should be courageous enough to answer questions when they are going to propose that they have got solutions to a problem as complex and diverse as the opioid crisis instead of just posting a video on their social-media channels and just walking away without being responsible for what they said.”

It's kinda fun watching Poilievre continue to dig his own political grave since becoming leader of the rudderless "opposition" party.

And good on Perrin for calling out Poilievre and his never-ending list of bad ideas to "fix" Canada.

DO NOT allow PP to normalize not fielding questions, debating etc etc unless everything is agreed upon by him prior to any engagement.

Even more, DO NOT allow him to normalize as 'just another viewpoint, perspective, the other side of the argument' Trump's lunatic playbook.

I dont know what perrin said when he was advising Wierd steve, but yeah, it's good to see him saying something now.

https://www.cbc.ca/news/canada/ottawa/convoy-commission-lawyer-kicked-out-emergencies-act-1.6660191

Quote

The lawyer representing convoy organizers before the Emergencies Act inquiry in Ottawa was ejected from the hearing room late Tuesday morning following a tense exchange with commissioner Paul Rouleau.

The Public Order Emergency Commission is hearing testimony Tuesday from Public Safety Minister Marco Mendicino. As Rouleau was about to announce the usual mid-morning break, Brendan Miller, lawyer for Freedom Corp., interrupted to say he'd been speaking with Alexander Cohen, Mendicino's director of communications, who Miller said was in the hearing room.

"He has very relevant evidence with respect to the inquiry, as to the circumstances, as to the invocation of the Emergencies Act," Miller said.

Miller claimed Cohen has unheard evidence regarding "misinformation" about a text message exchange that was key "in building the narrative with respect to the protesters in Ottawa being extremists," including some having "Nazi symbolism."

Miller then asked Rouleau to allow Cohen, who is not on the commission's list of witnesses, to testify after Mendicino.

"I'm not going to do this orally right now," Rouleau replied.

"Well sir, we're given 15 minutes to cross-examine, to elicit relative material evidence, and we have relevant and material witnesses here. The Government of Canada has redacted without lawful authority all of these statements from these staffers, and has suppressed records," a visibly frustrated Miller argued.

Rouleau replied that the commission had a schedule to stick to, and asked Miller to come to an agreement with commission counsel during the break

"Sir, the schedule's not as important as getting at the truth," Miller shot back.

"There's no question we want to get at the truth, but you know what, it's a very complex issue and it's not all about what you want," Rouleau said.

After the break, Rouleau advised Miller that any application to add a witness must be done in writing.

The persecution complex of the convoy clowns and their counsel is unbelievable.

Rouleau has done a great job moderating these hearings, Miller has stepped out of line numerous times, treated witnesses rudely with contempt and acted unprofessionally on a number of occasions.  I will be surprised if they don't eventually remove him from the proceedings for misconduct.

Apparently, Tamara Lich had to 'pull him aside' today.

someone was here a while ago belittling the idea that Conservatives want to end public healthcare.

"Answers to the major problems confronting Alberta’s health care system, Daniele Smith said in a paper published under her name last year, are found in user fees, co-pays, privatization, and slyly delisting services covered by health insurance by redefining them.

The paper – entitled Alberta’s Key Challenges and Opportunities – was published by the University of Calgary’s right-leaning School of Public Policy in June 2021.

Smith:

What the government needs to do is create matching Health Spending Accounts for all Albertans,” she explains. “The Government should pledge to match up to $375 per person and challenge individuals and employers to do the same.”

“By taking responsibility for their health and giving people the means to do so,” she burbles, “it should translate into less pressure on the hospital system and better chronic care management which will bring costs down.”

Better, she continues, “once people get used to the concept of paying out of pocket for more things themselves then we can change the conversation on health care.

“the only way to make substantial and significant changes in the way programs are delivered is to allow contracting out, competition and choice.”

full frontal assault on public health care in Canada right now.

seems the right have decided, now is the time. elect cons, this is what you get.

He's such a ******* dolt. He's back at it today asking some of the most idiotic questions. It's honestly embarrassing to witness such abject stupidity.

And he'll be facing a libel notice: https://globalnews.ca/news/9297840/freedom-convoy-corp-lawyer-brendan-miller-enterprise-libel/

Quote

Brendan Miller, the counsel representing Freedom Corp., had claimed during comments made at the commission that an employee of the government relations firm Enterprise Canada, Brian Fox, was carrying a Nazi flag during the protests earlier this year.

In a cease and desist letter sent to Miller and published on Enterprise Canada’s Twitter on Tuesday, lawyer Jeff Galway from Blakes, Cassels and Graydon said the “unfounded accusation” is “highly defamatory.”

“It is irresponsible and reckless to use the Commission’s process to make these false and damaging allegations in a highly visible forum,” the letter said.

“These accusations could not be more baseless, and are causing immediate and irreparable harm to our clients.”

Miller levied the accusation on Monday while questioning the head of Canada’s spy agency, David Vigneault, during a hearing for the Public Order Emergencies Commission.

Miller had alleged that the Enterprise employee had been carrying a Nazi flag during the convoy.

“A formal notice of libel is forthcoming, and we expressly reserve all of our clients’ legal rights and remedies.”

Turns out, the government was under pressure from the United States, to end the protests / blockades.  That, quite frankly, should be all that needs to be said. In almost any other circumstances, the Conservatives would have been all over this.

I have listened to most of it, the only organizer that seemed to have a clue what they were doing was Benjamin Dichter, the rest are simpletons that just happened to be at the right place at the right time in an event that grew well beyond their control.

I took the time to listen to his testimony - I agree with your assessment.

His 'tongue in cheek' comments about other convoy organizers, are hilarious.

Health spending accounts already exist, in both the public and private sector.

The issue is all the other stuff Danielle Smith has said about them being a tool to get people used to paying for Healthcare. The woman is the most blatantly advocating for private Healthcare politician I have ever seen in Canada. And here 600 bucks is not nearly enough for me to look past all her bullshit.

Question period at the Manitoba legislature has descended into accusations of inappropriate conduct in recent days after one MLA flashed their middle finger and another struck a colleague's chair with the back side of their hand.

...Manitoba Liberal Leader Dougald Lamont raised his middle finger after he says he was frustrated at a non-answer from Progressive Conservative house leader Kelvin Goertzen.

...NDP MLA Bernadette Smith said she's questioned her safety in the legislature, particularly as an Indigenous person, after PC MLA Blaine Pedersen hit her chair.

Deputy speaker Andrew Micklefield urged legislature members after question period Thursday to keep their emotions in check.

"We can have all the benefits of of this place, including lively debate, I'm not wanting to squash that at all, but clearly things can get out of hand and have crossed some lines," he said.

"Let's make sure none of us are contributing to that, either by ourselves or perhaps by stoking others' unfortunate behaviour."
